While there is considerable potential for the redevelopment of the site to provide medium density dwellings, as allowed under the provisions of the Planning & Design Code and an approved site Concept Plan, the Association had serious concerns with what the Aspen Group was proposing.

The Council Assessment Panel considered the application at a meeting in January where SPRA, and a number of local residents, made further verbal submissions to the Panel.

None of the Panel members supported the development and the application was refused Planning Consent.

The SPRA has concerns this application contravenes multiple provisions of the P&D Code and the Concept Plan for the site and should be refused.

Concerns include:

1. high density
2. Lack of parking - 1 per five apartments
3. Safety concerns for pedestrians and cyclists

SPRA are pleased that all panel members rejected the plan.

This submission is based on the Planning Report prepared for the Aspen Group by UPRS dated 6th December 2024, and other supporting consultant reports.

In last week of December, Aspen Group, the owners of the Adelaide Caravan Park on Richmond Street Hackney lodged plans for a $70m complete redevelopment of the present caravan park. The 1.4 hectare site is roughly triangular and bounded by Richmond Street, Twelftree Reserve, the River Torrens and Old Mill Park Reserve.

Cameron England has authored Aspen Group lodges plans for 124-dwelling development on Adelaide Caravan Park site in the Advertiser.

Aspen Group has lodged plasn for a $70m housing development fronting Linear Park at Hackney, on the current Adelaide Caravan Park site.
